WHY NOW?
The US government is signaling a paradigm shift in foreign policy, moving away from nation‑building, toward advancing and defending freedom of expression as a strategic export.
At a congressional hearing last month, lawmakers directed staff to draft the Freedom of Speech Export Act. The bill pledges to fund and fast‑track anti‑censorship technologies, extend diplomatic and legal support, and promote strong speech protections around the world.
We are in an open, exploratory phase, refining the charter with input from individuals, technologists, advocacy groups, and policymakers.
